Lincoln City is home to an unusual percentage: four percent of its inhabitants possess extraordinary abilities. Despite their unique gifts, most citizens in this town live in poverty and are constantly monitored by a highly militarized police force. Amidst this oppressive environment, Taylor, a construction worker with his own set of powers, finds himself caught up in a dangerous situation after being accused of a minor offense. Now forced into combat, Taylor must navigate the treacherous landscape of a city where having special abilities doesn't necessarily equate to freedom or safety. The movie explores themes of power dynamics, social inequality, and the struggle for survival in an unjust world, all set against the backdrop of a city divided by superhuman abilities and societal control.
